Boil Water Notice
October 18, 2025
Boil Water Notice for Community Public Water Systems
10/18/2025
Affected area South of CR 26 down CR 21 to FM 850. West of FM 850 to CR 2301. North of CR 2301 at CR 26 to CR 21.
Due to a main break, the Texas Commission on Environmental Quality has required the Jackson Water Supply Corp public water system to notify all customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc.). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions.
To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.
In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.
When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.
Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
If you have questions concerning this matter, you may contact Jackson Water Supply General Manager James Horton or Assistant General Manager Alana Neal at 903-566-1320. For after-hours questions, call 903-258-8001. A hard copy of this boil water notice, please stop by the office at 17764 CR 26, Tyler, Texas 75707.

Membership Increase
October 03, 2025
A unique aspect of a WSC is that it is member-owned and member-controlled. Paying the membership fee makes a person a member, which provides them with voting rights in the corporation. This is crucial because WSCs typically serve rural communities with a small customer base, and unexpected issues can cause financial strain. For new customers seeking service, a WSC may require a combination of a membership fee, a "tap fee" for the physical connection, and sometimes an "equity buy-in" fee. The membership and equity fees help finance the capital costs of expanding the system to serve new areas.
It is outlined in Article X section 3 of the By-Laws for Jackson Water Supply Corporation states the Membership fee may be revised by the Board of Directors as the Board may determine to be appropriate.
In determining the amount of the membership fee, however, the Board shall ensure that the fee is sufficient to establish the potential Member as being legitimately interested in securing water service from the Corporation for such potential Members’ own needs. Furthermore, the Board shall determine and administer such fee in a manner or at an amount which does not unreasonable deny service to financially deprived potential Members. In no event, however, shall the membership fee exceed an amount equal to the sum of twelve (12) charges of the Corporation’s minimum monthly water rate unless previously approved by the USDA Rural Development, (RUS). Membership fees will be refundable.
After the board meeting August 25, 2025. By a vote of 5-1 in favor of a membership increase. The Board of Directors has voted to increase the membership fee from $100 to $300. This of course will continue to be a refundable amount in the event the member wishes to close their account. This increase in cost does not affect existing members who are not seeking additional meters.
The increase in Membership dues will go into effect November 5, 2025.
Thank you,
James Horton
